HRD Project objective
The overall objective of this 24-month project which started at 5 September 2011 is to strengthen staff capacities and increase efficiency of the labour market through the institutional and strategic development of the concept of life-long learning based on relevant statistical data in order to contribute to the overall development of society and the promotion of economic and social cohesion.
From this overall objective for the project, the purpose of the work will be to enhance the institutional, strategic and legal framework for adult education in the context of lifelong learning and to advance evidence-based planning of educational policies through an improvement of the system of educational statistics in order to meet international standards and requirements (OECD, EUROSTAT, and ILO).
The specific results to be achieved through three components associated with these two purposes and are:
- Component I: Adult education in lifelong learning context - a strategic platform for adult education and framework law in the context of lifelong learning elaborated;
- Component II: Improvement of educational statistics - new methodology for data collection and reporting developed, software upgraded, staff from education sector and statistical institutions trained;
- Component III: Strengthening of capacities of potential applicants for grants – criteria for selection of potential grant applicants developed and training for candidates carried out.
Component 1

The objectives of adult learning are driven by local labour market needs, personal aspirations and the broader needs of society.
Component 2

The major output from component 2 is a data collection and analysis system capable of identifying demand-side learning needs and expectations.
Component 3

Two main issues will have to be addressed in establishing the criteria for selection of potential beneficiaries of the grant scheme:
